PALILULA COMMUNAL INFRASTRUCTURE IN THE SPOTLIGHT

Aiming at improving life quality of the citizens in the settlements of Palilula Municipality, president of Palilula Municipality Boban Dzunic initiated the meeting with the management of Communal Enterprise `Naisus`. During the discussion on current matters of the realization of Programme for development of the City of Nis in the part of water management and construction of sewerage system in Palilula territory participated in the name of JKP `Naisus` Dragoslav Markovic, deputy of the general manager and Bogdan Milentijevic, director of investments and development with associates and in the name of Palilula authorities in the team of president Dzunic, were Milos Stojkovic, president of Palilula Municipal Assembly, Marija Brajdic, head of Municipal Administration, Milan Andrejic and Svetislav Petrovic members of Municipal Council and Ivan Dragisic, chief of Department for finances of Municipal Administration.

Boban Dzunic emphasized that Palilula Municipality adopted Strategic plan of development and that actively participates in suggesting and following of realization of Programme of development of the City of Nis for the following year, however, in certain settlements of Palilula, citizens express their discontent for the way of realization of planned investments specially in communal infrastructure. From that reason, this meeting was organized with Public Enterprise `Naisus` management so that the agreement on realization of coordination and cooperation in investment activities in this sphere on the territory of our Palilula-said Dzunic.

Supplying with drinking water in Palilula Municipality is collectively and individually. Collective system of water supply in city area has four altitude zones and partly in suburbia part is under the jurisdiction of Public enterprise Naisus. Certain rural settlements in Palilula municipal area, has local rural water supplies. Water supply systems, that are not connected to city water system and about it correct work take care only the people living there, are in the villages: Bebratovo, Donje Vlase, Vukmanovo. In villages Mramor, Krusce, Gabrovac, water supply system is connected to city water supply system over one water meter in the entrance to village and about the functioning of the water supply system are taking care the people living there over the Local Community and not Naisus. Sewerage system does not exist in Mramor, Donje Medjurovo, Gornje Medjurovo, Lalinac, Krusce, Gabrovac, Mramorski potok. In former period it was also emphasized on this meeting, Palilula Municipality submitted to Naisus the information about the settlements – villages for which the project documentation should be made about the construction of water and sewerage system. According to Bogdan Milentijevic, director of the investments and development of Naisus on the basis of the agreement on business technical cooperation with Public Enterprise Directorate for city construction, Naisus took over the obligation of performing free services of project –user supervision. Unfortunately, for certain circumstances this agreement is not applied in many cases by which the role of Naisus has been ruined.

The participants of the meeting accepted and supported the initiative of the management of Naisus that this enterprise should take over and complete reconstruction of water supply system in villages of Palilula: Mramor, Gabrovac and Krusce. Approximate value of works is 10 million RSD. Representatives of the management of Naisus said that this enterprise is ready to take over `wild` water system in Mramor in seen state, already in the beginning of 2013. It was also demanded that Palilula Municipality supports the initiative of Naisus that will be directed to City Council that this public communal enterprise get the authorization and be responsible for doing reconstruction of city water supply and not only of reconstruction of connections. In this way instead of many producers from other communities that are currently engaged on these works, the obligation took over the responsible city enterprise.

One of the bad examples is construction of infrastructure in Donje Medjurovo that Naisus did not want to take over since it had many lacks in work procedures. Also it was demanded from Palilula that on city level it should be verified – concluded the agreement between Directorate for city construction of Nis and Naisus about project user supervision according to which Naisus should provide free project supervision and on that basis should take over the net from the very construction beginning.
